Winter construction costs are charged for underground facilities installed in our service area between Dec.1 and March 31.
Subdivision customers
Avoid winter charges by:
- Submitting the customer’s application to WPS by Sept. 30.
- Preparing the property and/or construction site for underground facilities installation by Oct. 31.
- Submitting the total advanced customer payment for the installation of facilities by Oct. 31.
Residential and commercial customers
Avoid winter charges by:
- Submitting the application to WPS by Oct. 14.
- Preparing the property and/or construction site for underground facilities installation by Nov. 14.
- Submitting the total advanced customer payment for the installation of facilities by Nov. 14.

Winter construction charges are in addition to other applicable charges and are nonrefundable, except as noted in our service rules.
A customer’s property and/or construction site is deemed ready for underground facilities installation when the dwelling foundation wall is installed and backfilled, and a trench route is cleared and graded to within 6 inches of the final grade.
